It means to settle one's differences with an adversary. It is widely believed that the expression comes from a Native American custom for declaring peace between warring tribes. But it might also come from the saying 'hang up one's hatchet' from the early fourteenth century, a long time before Columbus landed in the New World. The first references in print that explicitly mention 'burying the hatchet' are from the eighteenth century.
